4th Afghanistan- India Security Dialogue (AISD-IV)

The fourth round of the “Afghanistan-India Security Dialogue” was co-organized by Afghan Institute for Strategic Studies (AISS) and United Service Institute of India (USI) on November 25, 2018, in Kabul, Afghanistan. This round of the dialogue was held under the theme of "Experience of Afghanistan and India in the field of counterterrorism."
This dialogue was attended by a select number of Afghan officials, Member of Parliament, academia, civil society and media activists, and diplomats from the embassy of the United States of America. From the Indian side, USI members United Service Institute of India (USI) and H.E Vinay Kumar, Indian ambassador to Afghanistan attended the dialogue.
The themes of the dialogue between the countries are centered on some of the key issues pertaining to Afghanistan and India mainly the overall opportunities and challenges relating to Afghanistan-India strategic partnership as well as the role of regional and extra-regional players in establishing peace and security in Afghanistan.
During this meeting, there were four working sessions held under the following themes: 1) Afghanistan & India’s Experience in Combating Terrorism, 2) Military & Intelligence Dimensions, 3) Diplomatic & International Dimensions and 4) the way forward: Strengthening Strategic Partnership. The dialogue concluded with the closing remarks of Maj Gen. BK Sharma, Deputy Director of United Service Institute (USI).
The first, second and third meetings were held in March 2016, October 2016 and September 2017 in Delhi, Herat, and Delhi respectively.
